Education: MS in Forestry (Major in Social Forestry) from the University of the Philippines in 1991 equivalent to the Distinction Grade in Nepal. Moreover, I have passed both my B.Sc. Forestry and I.Sc. Forestry degrees in the First Division.

Job Experience

September 1997 I completed a short assignment as an UNOPS(1) Sociologist in the Supervision Mission to the Community Shallow Tubewell Irrigation Project, Nepal in which I reviewed the beneficiary training programme, terms of reference (TOR) of NGOs, (Social) Research Programme, Beneficiaries Involvement from Identification to Handover Process, Efficiency of Targeting of Women and Poor Family and Water User Group Cohesion.

August 1993 to June 1998 I have completed National Expert on Social Forestry and Community Development - an assignment of the Food and Agriculture Organisation of the United Nations in the poverty alleviation (FAO/IFAD/HMG) project named "Hills Leasehold Forestry and Forage Development Project (GCP/NEP/052/NET), Kathmandu. The project has been launched for raising the income level of marginal and poor people and improving the ecological condition of hills through coordinated integrated manner. A de novo concept of leasehold forestry for poor families has been successfully implemented in nine hilly districts. I am chiefly responsible for the following works:

(a) Identification of potential leasehold forest sites; mobilising rural community through effective extension methods, gaining community consensus from the community; identification of the target beneficiaries (marginal and poor); social engineering; formation and strengthening of functional lease groups; developing participatory planning skills; preparing Work Plans applying participatory approach; and enhancing leasing process;

(b) Conducted multifaceted trainings and worked as a resource person from farmers level to officers level training on application and different aspects of participatory approaches. Moreover, I worked as a secretary-member for developing training modules, and handbooks in forestry sector in the leasehold forestry project;

(c) Efficiently conducted innumerable trainings and workshops as a coordinator, moderator, facilitator and resource persons;

(d) Technical and social packages development for poor and marginal families which are still applicable for training and orientation;

(e) Promotional activities of non-timber forest products in the lease lands including training and input support as an income generating activities;

(f) Improved cooking stove (ICS) promotion and developing norms, guidelines, training modules, technical booklets, and monitor ICS programme.

(g) Coordinating and monitoring NGOs involved in the project and developing guidelines and norms for them. I am responsible to look after all the NGOs' works in the project.

(h) Undertaking in-depth case studies on conflict management and assist in the development of guidelines on this regard;

(i) Carry out pilot studies on integration of community forestry and leasehold forestry for process development;

(j) Assisted in promoting income generating packages including training and follow up support for the capability building of the marginal people;

(k) Time-series monitoring and evaluation of project activities and providing technical backstopping to the project districts.

Dec. 1992 to Aug. 1993 Assigned as District Forest Officer in a Terai (plain) district, Dhanusha and was responsible for overall planning and budgeting, implementation and monitoring of all the programmes including community forestry and personnel management at district forest office.

Nov. 1991 to Dec. 1992 Resumed my job at Community Forestry Development Division and worked as a Monitoring and Evaluation Officer of community forestry and involved in: Developing Management Information System (MIS); Prepared operational guidelines for community forestry; Developed field tested formats for the preparation of Operational Plan; Coordinated central level NGOs involved in the development of community forestry; Overall monitoring and evaluation of community forestry activities.

Sept. 1989 to Oct. 1991 Joined M.S. Social Forestry at University of the Philippines at Los Banos sponsored under the fellowship of Canadian (CIDA) supported Karnali Bheri Integrated Rural Development (K-BIRD) project. I passed out in 1991, which is equivalent to Distinction Grade in Nepal.

Feb. 1986 to Sept. 1989 Assigned as District Forest Officer in a remote district, Jumla for a long period of 3.5 years and responsible for overall planning and budgeting, implementation, monitoring and evaluation of all the programmes, and personnel management. This district was covered by (K-BIRD)project assisted by Canadian International Development Agency (CIDA). For my excellent work performance, the project gave me an opportunity to pursue MS in Philippines.

Sept. 1985 to Feb 1986 Resumed Community Forestry and Afforestation Division and involved in monitoring and evaluation activities of community forestry. During this period I got many opportunities to visit remote districts for monitoring and evaluation of community plantations, nurseries and process development of community forestry.

Sept. 1982 to Sept. 1995 Joined B. Sc. Forestry in the Institute of Forestry Campus, Pokhara and passed out in the First Division.

March 1977 to Sept. 1982 Assigned as Forestry Ranger at Community Forestry and Afforestation Division and worked for establishing nursery and plantation (both in government and community land), and forest conservation in Kaski and Chitwan districts through community mobilisation and forestry extension.

July 1975 March 1997 assigned as a Territorial Ranger in Parbat District (Dhaulagiri zone) and worked for nursery development, forest conservation and forestry administration.
